Dick Cheney's Reversal

Defending his reversal, Cheney claims that 9-11 changed everything. In fact, it was the Neo-Conservative ascendancy of the 2000 election that changed everything. Their plans for regime change in Iraq and establishment of a dominant U.S. presence in the Middle East had been drafted years earlier and formalized in the "Project for the New American Century".

The PNAC's report "Rebuilding America's Defenses: Strategy, Forces and Resources For a New Century", published exactly one year before 9-11, ominously states "the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor."
